Dilshan will lead the side in all three formats of the game - testing, one-day internationals and Twenty20s - on tour, Sri Lanka Cricket said in a statement.
34 Year-old, renowned for a scoop over-the-head shot dubbed the "Dilscoop", replacing Kumar Sangakkara, who resigned after Sri Lanka lost the final of the India World Cup earlier this month.
Fitness problems meant the five-member national selection panel headed by Duleep Mendis, a former skipper of Sri Lanka, has not appointed a vice-capitaine.
"Potential candidates are nursing injuries and their availability for the next round is in issue, the Declaration."
All-rounder Angelo Mathews, 23, has been a tipped for the role, but it heals a strain side suffered during the World Cup semi-final.
Dilshan, a right-handed batsman in the Indian Championship, should go to Colombo, this week, meet the selectors and choose the England team.
The tour extends from May to July and includes three tests, five games a day and a ttwweennttyy match.
The son of a police officer, Dilshan is the 11th Sri Lankan skipper full-time. He made his debut Test against the Zimbabwe in 1999 and hit an unbeaten 163 in his second Test match in Harare.
His career took off in 2009 when he volunteered to open in all three forms of game in Pakistan, exploiting the attacking fields and raise huge scores in all formats.
He scored 11 international hundreds in the year and won the player ttwweennttyy world of the series award.
Dilshan also had an excellent World Cup, where he was top scorer of the tournament with 500 runs.
His appointment is supposed to be a move in the short term because it should not be a candidate for the 2015 be played in Australia and New Zealand World Cup.
